Andrew N. Jupiter holds the position of Vice President, Business Development of the National Energy Corporation of Trinidad and Tobago Limited (NEC) and is a Member of the Natural Gas Export Task Force. Prior to his appointment as Vice President, Business Development of NEC, Mr Jupiter served in several departments of the Ministry of Energy and Energy Industries of the Republic of Trinidad and Tobago for over 25 years. He is the former Permanent Secretary, Ministry of Energy and Energy Industries, a position which he held for six years. Mr Jupiter is a member of the Society of Petroleum Engineers and the Association of International Petroleum Negotiators. He is a Director of the Petroleum Company of Trinidad and Tobago Limited, Director of Alutrint and Deputy Chairman of the Education Facilities Company Limited. He is a member of the Standing Committee on Energy of the Government of Trinidad and Tobago. Mr Jupiter is Chairman of the Caricom Regional Energy Task Force. Mr Jupiter received a B.S. in Natural Sciences and a Post-Graduate Diploma in Petroleum Engineering from the University of the West Indies. He holds a Masters of Engineering Degree in Mineral Engineering Management from the Pennsylvania State University.

Mr Caruso first joined DOE as a Senior Energy Economist in the Office of International Affairs and soon became the Director of the Office of Market Analysis. Other leadership roles held by Mr Caruso during his tenure at DOE include: Director, Office of Oil and Natural Gas Policy, Office of Domestic and International Energy Policy and Director, Office of Energy Emergency Policy Evaluation. Prior to joining DOE, Mr Caruso worked at the Central Intelligence Agency (CIA) as an International Energy Economist in the Office of Economic Research. Mr Caruso recently served as the Executive Director of the Strategic Energy Initiative Project, under the Energy and National Security Program of the Center for Strategic and International Studies (CSIS), a position he had held since 1998. CSIS is a private, nonpartisan organization dedicated to providing world leaders with strategic insights on, and policy solutions, to current and emerging global issues. Moreover, before joining EIA, Mr Caruso was also the Director of the National Energy Strategy (NES) project for the United States Energy Association (USEA). During this time, Mr Caruso spearheaded the USEA publication "Toward a National Energy Strategy," which was released in February 2001 and a follow-up study entitled, "National Energy Strategy Post 9/11" which was released in July 2002. Mr Caruso has worked at the Paris-based International Energy Agency (IEA), first as the Head of the Oil Industry Division where he was responsible for analyzing world oil supply/demand and developments in the oil industry; and later, as Director of the Office of non-members Countries where he directed studies of energy-related developments. Mr Caruso holds a B.S. in Business Administration and an M.S. in Economics from the University of Connecticut. He also earned a Masters of Public Administration from Harvard University. Guy Caruso and his wife, Donna, reside in Virginia. They have two daughters, Dawn and Lisa.

Mr Vincenzo Di Lorenzo of ENI assumed the duties as Managing Director of the Brass LNG Limited company on November 15, 2007. In his previous assignment as Managing Director of ENI UK, he was a member of the Board of over 20 ENI Subsidiaries and was responsible for the Upstream and Midstream Gas Trading activities in the UK, Faroes and Ireland. Mr Di Lorenzo has acquired over 30 years experience in the upstream and midstream sectors of the oil and gas industry. Of his 30+ years of industrial experience, 22 years were acquired from working in overseas assignments in several countries in West Africa, the Far East, South America and the North Sea. He has a degree from the University of Naples in ‘’Mechanical Engineering’’ and an equivalent to a Masters degree in ‘’Advanced Technology applied to the Oil Industry’’.

Anthony Gelotti is Vice President, Global LNG Marketing & Trading for Chevron Global Gas. In this capacity he is responsible for structuring and optimizing Chevron’s LNG value chain. Anthony has 33 years of diversified oil and gas industry experience having held numerous management assignments in a variety of disciplines including reservoir and production engineering, corporate business and strategic planning, LNG and LPG project development, and LNG and natural gas marketing and contract negotiations. Anthony joined Chevron in September 2006, from Shell, where he served as Vice President, North America LNG Supply. Prior to Shell, he worked at Enron, Mobil and other major E&P companies. Anthony began his career with Atlantic Richfield, subsequently worked in research and development for Gulf, and the majority of his career with Mobil. Anthony holds a Bachelor of Science degree in petroleum and natural gas engineering from the Pennsylvania State University.

Simon Bonini currently heads Centrica’s LNG business unit as Director LNG. Centrica will become the largest holder of LNG regasification capacity in the UK’s Isle of Grain LNG terminal as well as holding exploration acreage in Nigeria, Egypt, Norway and Trinidad and Tobago. Simon Bonini has over twenty years of experience in the global LNG business and has been based in the USA, Trinidad, UK and mainland Europe. He spent 17 years at BG Group where he was responsible for the acquisition and management of their LNG import business at Lake Charles and the LNG shipping business. While at BG he held the positions of President of BG's LNG Services, Vice President Global LNG and Vice President LNG Shipping. Most recently Simon was Chief Operating Officer for 4Gas, the independent LNG terminal developer based in the Netherlands. Prior to that he worked for Woodside of Australia developing an LNG entry strategy for North America. Simon Bonini graduated from Imperial College, University of London with a First Class Honours Degree in Chemical Engineering. He holds an MBA from INSEAD Fontainebleau, France. He is a Chartered Engineer and a Fellow of the Institution of Chemical Engineers.

Mr Thames has over 15 years of experience in various segments of the energy industry. Prior to joining Cheniere, Mr. Thames worked for several years at CrossCountry Energy, serving as Director of Finance, Risk Management and Credit for Transwestern Pipeline, Florida Gas Transmission, and Northern Border Partners, before being promoted to Senior Director of Special Projects at the time of CrossCountry's acquisition by Southern Union and General Electric. Mr. Thames also served as President of Citrus Trading Corp. Previously Mr. Thames worked in several structured commodity derivative and project finance teams for Enron Corp. Prior to joining Enron, Mr. Thames managed one of Flowserve Corp.'s engineering groups, designing rotating equipment for the energy industry. Mr. Thames earned a B.S. in Mechanical Engineering from The University of Texas at Austin, an M.S. in Fluid Mechanics from Texas A&M University, and an M.B.A. in Finance from the UCLA Anderson School of Management. Mr. Thames is a licensed Professional Engineer in California.

53 years of age, graduate in Mechanical Engineering from the Federal University of Uberlândia, with specialization in equipment engineering at Petrobras and an MBA in Marketing from COPPEAD- the Federal University of Rio de Janeiro (UFRJ). Mr. Pereira has worked at Petrobras since 1977 on successfully completing an entry examination process. He has held the Executive Management position for Gas and Energy - Marketing and Commercialization since February 2007. He has previously held positions as Division Head for the Duque de Caxias Refinery Utility Unit, Natural Gas Planning Manager for Petrobras Distribuidora and General Manager for Natural Gas Commercialization at Petrobras. He has completed courses in the Negotiation of Gas Contracts at The College of Petroleum and Energy Studies, Advanced Industrial Marketing Strategy at Insead and Partnership for Corporate Development at the Dom Cabral Foundation/CTE.

Mr. Robinson joined the Federal Energy Regulatory Commission in 1978 and has been the Director of the Office of Energy Projects since 2001. This Office is responsible for, among other things, the licensing, safety and administration of approximately 1,600 non-federal hydropower projects, the siting of 500 to 2000 miles of interstate natural gas pipelines per year, and the siting and safety of Liquefied Natural Gas Terminals. During his tenure, the Commission has moved from only offering traditional approaches to certification and licensing to a regulatory environment that places a premium on flexibility and collaboration. Mr. Robinson has been siting energy infrastructure from Alaska to Florida for over 25 years. During this time he has developed an understanding of both the process and the business objectives that lead to successful development. During his years of working with energy projects, Mr. Robinson has been a consistent advocate of sound development in a responsible fashion. Mr. Robinson, an aquatic ecologist, attended North Carolina State University and received Bachelors and Masters of Science degrees from West Virginia University. After college and before joining the Commission he taught in the public schools and worked for The Institute of Ecology doing statistical analyses. Mr. Robinson was born in St. Albans, West Virginia, and now lives in Reston, Virginia, with his family.

Captain Blair is the Office Chief at Coast Guard Headquarters for the Office of Operating and Environmental Standards. He oversees five divisions dealing with domestic and international standards and policies for maritime personnel qualifications, vessel and facility operations, hazardous materials, environmental, and deepwater ports. His office represents US interests in national and international fora, including the International Maritime Organization (IMO). Captain Blair and his staff serve as US representatives on the IMO Subcommittees on Standards of Training and Watchkeeping (STW), Ship-Port Interface (SPI), Bulk Liquids and Gases (BLG), and Dangerous Goods, Solid Cargoes and Containers (DSC). Captain Blair most recently served as Commanding Officer of Coast Guard Far East Activities (FEACT) with offices at Yokota Air Base (Japan) and Singapore. He was responsible for a diverse spectrum of maritime safety and security and national defense activities, working with countries throughout the Far East, Indian Ocean, and Oceania regions. Captain Blair is a graduate of the U.S. Coast Guard Academy and obtained Master of Science degrees in Marine Engineering and Mechanical Engineering from the University of Michigan in Ann Arbor. He has extensive and varied experience with the US Coast Guard, Department of State in Arlington, VA and the Panama Canal Authority. He is a registered Professional Engineer.

Hilde Nafstad has held a variety of positions within the oil and gas industry since 1988. Prior to taking the position as President of Statoil Natural Gas LLC in Stamford, Connecticut in October 2007, she served as Vice President, Business Development at Hydro Gulf of Mexico in Houston, Texas. She has held various positions in Norsk Hydro and Saga Petroleum in Norway, i.a. head of Long-term Gas Sales in Saga Petroleum and Norsk Hydro, as well as head of Norsk Hydro's Market Analysis and Commercial Strategy departments. Hilde Nafstad has also worked several years for the Norwegian Ministry of Petroleum and Energy, i.a. as an Assistant Director General for oil field developments, and in corporate staff at the contractor AkerKvaerner. She has served in various functions, including chairman, on the boards of the Norwegian Polytechnical Society's oil division and the Norwegian Gas Association. She holds a Master of General Business from the Norwegian School of Management, Oslo.

Africa. Dr Foss was named a Senior Fellow by the USAEE; selected one of the Key Women in Energy-Americas; and is past president of the International Association for Energy Economics and the USAEE.

Mr Pepper, a native of Houston, TX has worked in the oil, gas and petrochemical and power business for 28 years. Mr Pepper is a graduate of Sam Houston State University with a Bachelor and Masters Degree in Physical Chemistry. Mr Pepper spent twenty years in speciality positions and business development in the Process Control industry on industrial and utility power generating systems and specializing in petrochemical, oil and gas process applications. Over the last eight years he has managed the LNG Regasification marketing function for Aker Kvaerner, which includes global LNG marketing for onshore and offshore projects.

Alberto Alvarez is the Commercial Director of STREAM, -Repsol Gas Natural LNG-, the joint venture company incorporated in 2005 and equally owned by Repsol-YPF and Gas Natural, to manage both companies LNG portfolio and related business world wide. Alberto joined the Repsol Group in 1982 and performed a varied career in the oil and gas industry, having spent the last five years deeply involved in the global LNG business of the Repsol Group focusing mainly on commercial activities as well as in project development and financing. Formerly, he held several positions as Director and Senior Officer in the financial area in Spain and in the UK. In 1994 he was appointed Director General of Repsol Argentina. When Repsol obtained control of both ASTRA in 1996, and YPF in 1998, he was appointed responsible for gas and electricity distribution activities and related new ventures in the Southern Cone. He Graduated in Economy at The National University of Rosario and obtained a Master in Business Administration at The Institute for the Development of Entrepreneurs, both in Argentina. Upon graduation settled in Spain in the early seventies. He worked several years for Coopers & Lybrand in Spain and in the UK as external auditor and consultant before joining the Repsol Group.

Ken Culotta is a partner in the Houston office of King & Spalding LLP. As a member of the firm’s Global Transactions Practice Group, Mr Culotta represents a broad spectrum of energy and natural resource industry clients domestically and abroad, including upstream, midstream and downstream clients. His midstream clients include, among others, LNG marketers and producers, gas gatherers and processors, and gas storage project sponsors. In 1991, he was an Adjunct Professor of Law at the University of Houston Bates School of Law. He is a published author of articles on mining and energy law and has consistently been named one of the world's leading energy and natural resource lawyers by the Chambers Global and Chambers USA guides. Thad, with 30+ years of LNG Experience, joined 4Gas in August 2005. From the 1970’s, Thad worked for the Bontang, Indonesia greenfield LNG Project. From the 1980’s, he worked for the Cabot Everett Terminal. Thad has been a founding shareholder and Director of American Oil and Gas Corporation (a NYSE energy company, now part of KinderMorgan), a Director of Cabot LNG Company, a Senior Vice President of Enron International, a Senior Vice President of Azurix, and Director and Manager of the Mendoza water company. Thad graduated from Princeton University, the Woodrow Wilson School of Public and International Affairs, Texas Law School, and Austin Presbyterian Seminary, and completed a Global Finance Program at the Thunderbird Garvin School of International Management. Thad initially led 4Gas’s procurement of the Maple LNG Project in Nova Scotia, then of the Vista del Sol LNG Project in Texas.

Juan Granados-Zúñiga has a BS degree in Mechanical-Electrical Engineering from Mexico’s National University (UNAM), he is the Project Manager for Privately Financed Projects since 2001, at the Comisión Federal de Electricidad (CFE). In the last 8 years he has supervised the technical aspects of the tender processes for: - 40 Power Generation Projects (Including both, Financed Public Works and Financed Independent Power Producer) which represent a total capacity of 16,631 MW; 37 plants are already in commercial operation (13,700 MW); 3 plants are under construction (1,789 MW) and 3 are in bidding process (1373 MW). - 5 Service Contracts; three LNG storage and re gasification terminals (Altamira, Baja California and Manzanillo), one LNG purchase and one natural gas pipe line (Naranjos-Tamazunchale). - 15 Financed Public Works for Overhaul and Modernization of existing power plants. Previous positions at CFE include Marketing Deputy Manager at the International Division and Deputy Manager for Environmental Affairs and Permit Procedures. Prior to CFE he worked 25 years in the private sector in companies like Bufete Industrial (Engineering and Construction firm) and the Diavaz Group (Offshore Underwater Construction Company), in 10 of those 25 years, he was involved in design and construction of power generation projects, mainly for CFE

ANTONIO BACIGALUPO is CEO of GNL Chile/GNL Quintero, companies responsible for developing, building and operating Chile´s LNG Project. 13 years of experience in developing and managing natural gas pipelines, power plants and other projects in South America, working as Regional Director for El Paso Latin America and Regional Manager for Tenneco Gas International. Before joining the energy industry, he was Senior Commercial Advisor to the U.S. Department of Commerce in Santiago and managed a family business in Argentina. He graduated from the Catholic University of Chile with a degree in Commercial Engineering and is Past President of AIESEC Chile.

Currently, he is the Manager of LNG Terminals for ConocoPhillips’ Global Gas Division. He has been an employee of ConocoPhillips for over 27 years. Mike has previously managed business development, merger and acquisition and gas supply functions within ConocoPhillips’ mid-stream natural gas businesses. Additionally, Mike has managed business development, administrative and logistics functions for specialty chemical and material science start-ups within the company. ConocoPhillips has interests in two LNG terminals on the Texas Gulf Coast. They are the largest capacity holder in the Freeport LNG Terminal on Quintana Island, TX; and, they are an equity participant and capacity holder in the Golden Pass LNG, which is located on the Sabine River near Port Arthur, TX.

Jimmy Straughan is Vice President of West Atlantic Business Development, BP Global Gas. He is responsible for managing regional term LNG commercial activities; including BP’s supply from Trinidad & Angola and BP’s existing regas markets. Previously, Jimmy served as Vice President of BP Traded LNG, responsible for in-year optimization of BP’s West Atlantic LNG trading. Prior to returning to the US in 2003, Jimmy served as Vice President of Marketing for BP in Indonesia where he led the marketing efforts for Tangguh LNG. Jimmy currently serves as Chair of the Center for LNG, a trade association whose goal is to provide a clearinghouse of educational and technical LNG information.

François Borgida joined Total Gas & Power North America Inc. in January 2008 as Director – LNG, Transportation and Logistics - to further develop the LNG organization within TGPNA and more largely in North America. His primary responsibilities will be in the design and implementation of commercial strategies relative to TOTAL LNG terminals and associated assets and activities including transportation, storage and LNG supply coordination. Francois was previously seconded to Qatargas Operating Company Ltd where he headed for 4 years the Business Scheduling Department in charge of overall production and sales planning & scheduling for Qatargas existing and future ventures. He also contributed to the overall preparedness of Qatargas to increase of LNG volumes through the design and implementation of various agreements relative to shared facilities and the project management of new supply chain and hydrocarbon accounting business systems. Prior to his temporary assignment to Qatargas, François was part of the strategy group of Total Gas & Power Division in Paris. Before joining Total Gas & Power Division, Francois held various positions in the energy industry including reservoir engineer for Total Exploration UK in Aberdeen and analyst for EDF Trading Ltd in London.

Dr Andrew Walker is BG’s Head of LNG Strategy and is located in Houston, USA. Dr Walker joined BG in 1991, initially working in their LNG Fundamentals Group. Since then he has been located in the UK, Singapore, Egypt and the USA and has acted as an analyst, a gas negotiator and commercial manager before moving into his present role in strategy. He has largely focused on LNG during his time in BG and has worked directly on the delivery of numerous LNG projects, including Atlantic LNG in Trinidad and Tobago, Egyptian LNG, Tangguh LNG in Indonesia and Dragon LNG in the UK. He is now responsible for the development and communication of BG’s LNG strategy, as well as its ongoing analysis of the LNG industry. Dr Walker has a Doctorate in Geology from Imperial College, University of London.

John M. McCutchen is Senior Vice President & Chief Operations Officer of Gulf LNG Energy LLC. John has been intimately involved in the LNG industry since 1977; beginning with the original start-up of the Elba Island LNG Facility (“Elba”) through the re-commissioning of Elba as plant manager, and later as LNG Project Consultant. In addition to in depth start-up knowledge and construction start-up experience, John was a team member of a high-profile energy bridge project. John joined Gulf LNG Energy in April, 2005 with responsibility for permitting, technical assistance in terminal use agreement negotiations, and negotiating the EPC contract.

Scott Chrisman is Director of Commercial Development for Sempra LNG, which leads Sempra Energy’s efforts to develop liquefied natural gas (LNG) regasification terminals. In his current position, Scott is responsible for developing and negotiating commercial contracts including LNG regasification capacity contracts, LNG purchase agreements, and other arrangements necessary for the growth of Sempra LNG’s business activities worldwide. Sempra LNG is currently developing three LNG regasification terminals: (i) Energia Costa Azul, a 1 billion cubic feet per day (Bcfd) terminal located in Baja California, Mexico, (ii) Cameron LNG, a 1.5 Bcfd terminal located along the Gulf of Mexico in Louisiana, and (iii) Port Arthur LNG, a 1.5 Bcfd terminal located along the Gulf of Mexico near Port Arthur, Texas. Before he joined Sempra LNG, from 1998 to 2003, Scott was in investment banking, mergers & acquisitions (M&A) at Simmons & Company International in Houston. Scott was responsible for over $3 billion of M&A transaction support for companies throughout North America and Europe in such areas as gas pipelines, gas processing, gas storage, oil pipelines and energy service companies. Previously, from 1995 to 1997, Scott was Senior Business Planner for Exxon Chemicals and was responsible for managing its $150 million per year North American intermediates chemicals business. Prior to that, from 1990 to 1995, Scott was Senior Engineer for multiple chemical units throughout Exxon Chemical’s site in Baton Rouge, Louisiana, where he was responsible for project engineering, operations support, and startups and shutdowns. Scott holds a Bachelor of Science degree in Chemical Engineering from The University of Tulsa, and a Master of Business Finance degree from Rice University in Houston.

Mark Blamires is Manager of Operations and Shipping for Statoil Natural Gas in Stamford CT and is responsible for all LNG and NG operations associated with StatoilHydro's activities at the Cove Point LNG terminal in Maryland. Mark has over 35 years of diversified oil and gas industry experience including over 16 years of sea-going experience with BP Shipping. He joined Statoil in the US in 1996 and held a variety of positions including US Manager of Operations & Chartering for crude oil before joining the LNG team in 2003. Over the last 5 years Mark has been involved in all aspects of the LNG scheduling, importation and subsequent regassification at the Cove Point facility. Mr Blamires holds a BSc in Nautical Science and a Master Mariner FG Certificate.

Tony Teo is a Business Director, Oil and Gas with DNV based in Houston. He is a Senior Principal Surveyor and has delivered over 35 presentations on a wide range of LNG related subjects at conferences. These are LNG carriers developments, containment systems, membrane tanks sloshing, cold climate transportation, compressed natural gas technology and LNG manning/competence issues. Tony graduated with first class honors degree in Naval Architecture & Ocean Engineering from Glasgow University and has attended an Executive Business Program at the prestigious IMD in Switzerland. He started with DNV as a marine surveyor and has over 23 years of extensive experience in LNG carriers technology, management, business development, marine operations, newbuildings supervision and ships classification. He is a Chartered Engineer (UK), member of RINA, member of SNAME and Texas A&M Galveston University advisory board member.

Tom Holmberg, Associate Representing oil and gas clients around the globe, Mr. Holmberg is experienced in project structuring, contracting, and governmental approvals. He provides legal counsel in contract negotiations involving operating, transportation, and gas purchase agreements, and on the regulatory aspects of contract and tariff matters before the Federal Energy Regulatory Commission (FERC). He has advised clients on regulatory issues related to North American LNG receiving terminals and assists clients with the negotiation and drafting of LNG sale and purchase agreements. Mr. Holmberg holds a BA (1993) from the University of Arizona, and a JD (2000) from Georgetown University Law Center. He is based in the Washington, D.C. office of the Firm.

Dr David Ige is a Group General Manager and Senior Technical Adviser to the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC). He has been responsible mainly for the development of the Nigerian Gas Masterplan and advises the Group MD on broad upstream issues. Dr Ige holds a PhD in Engineering from Cambridge University UK and an MBA from the University of Aberdeen. He started his career with the Shell Group as a Petroleum Engineer in 1993. In 2000, he joined the Global Energy Practise of the consultancy firm, Accenture, in London where he worked as a Strategy Consultant. He joined NNPC in 2005 as General Manager, Executive Strategy and now Group General Manager and Adviser to the Group MD.

John Godbold is President of Gulf Coast LNG GP, LLC which is developer of the Calhoun LNG terminal project in Port Lavaca, Texas. In addition to driving the strategic direction of the terminal development, John’s main focus is on securing users of the LNG receiving terminal. Prior to John’s role with Calhoun LNG, John was a Senior Vice President and Program Manager at El Paso Energy and headed the LNG Commercial Strategy. Early in John’s career, he spent 5 years as an engineer for NASA at the Kennedy Space Center in Florida. John has a Bachelor of Aerospace Engineering with High Honors Distinction from the Georgia Institute of Technology, a Masters of Science in Space Systems Florida Institute of Technology and a Masters of Business Administration, Darden Graduate School of Business Administration at the University of Virginia.

Frédéric Deybach became an Engineering Duty Officer in the French Navy after his graduation from Ecole Nationale Supérieure des Etudes et Techniques d'Armement (ENSIETA, Brest, France) in 1992 with an Engineer Degree in Naval Architecture and Marine Engineering. He served for three years in the Surface Ship design office of DCN Ingénierie in Paris as deputy naval architect for CHARLES DE GAULLE Aircraft Carrier and later as nuclear safety manager. After graduating from the Massachusetts Institute of Technology (MIT, Boston, USA) in 1997 with a Master of Science, he returned to DCN Ingénierie where he was the naval architect for two frigates and the new amphibious assault ship ordered by the French Navy. He joined Gaztransport & Technigaz (G.T.T.) in 1998 as commercial engineer. He has been the manager of the Marketing department between 2002 and 2007, actively promoting the membrane technology around the world. Since October 2007 he is the Director of the Engineering division, which is principally in charge of, the design of the Cargo Containment System and the Cargo Handling System and, the supply of all related drawings and calculation notes to the shipyards and classes for each new LNG Carrier project.

Bill Cooper is the president of the Center for Liquefied Natural Gas (CLNG). Bill has two decades of experience in various aspects of the energy industry, having served in both the public and private sectors. Prior to serving in his full-time capacity as president of CLNG, Bill was a partner at the law office of Hunton & Williams LLP. Prior to joining Hunton & Williams, he served as counsel to the U.S. House Energy and Commerce Committee. Bill was a drafter and lead negotiator for the Pipeline Safety Improvement Act of 2002 and was also a lead negotiator for the House on several provisions of the national energy policy bills in the 107th and 108th Congresses. Earlier in his career, he was general counsel for a natural gas utility company. In addition, Bill is a well-known and frequent speaker on energy and natural gas issues.

Steven Sparling heads the LNG Project Development Team at Sutherland Asbill & Brennan LLP, a US law firm with an extensive energy practice. Steven has unique and inter-disciplinary experience in vessel movements and operations of regas facilities, particularly in the multi-user environment. Steven's extensive LNG experience builds on his seven-year tenure with the U.S. Navy, where he served as a Naval Officer aboard the USS Barry (DDG 52). He worked in a variety of managerial positions over 8 years in ADGAS during the company’s doubling of LNG capacity in 1994 including responsibility for fleet expansion and originating spot sales opportunities together with strategy formulation. After working with Poten and Partners he joined what was to become Mirant Corp. where he imported spot LNG cargoes into the USA, before joining Repsol where he originated and managed the Canaport LNG terminal project to conclusion of definitive documents. Most recently he formulated and managed Morgan Stanley’s entry strategy into the LNG industry.

Mr Castro has managed permitting projects, planning/feasibility studies, and environmental impact assessments throughout south Florida, the Caribbean, and Latin America. His expertise includes the formulation of valid strategies to expedite project permitting, as well as guidance for development of engineering information required to comply with applicable permitting programs, and development of terms of reference for permitting documents in cases where proper regulatory frameworks are lacking or do not provide applicable guidelines. Mr. Simões has over 25 years of experience in the energy industry as a project manager, project developer, consultant, and asset manager in the United States, Latin America, and Europe. He joined Sempra Energy in December of 1998 where he is Vice President, Commercial & Development at Sempra LNG. Prior to his current assignment, he was Vice President, Asset Management responsible for managing the fleet of power plants owned by Sempra Generation totaling 2,550 MW. Previously, he was Vice President of Planning & Analysis, and Director of Project Development responsible for developing and acquiring generation projects in the Gulf region and internationally. He was the Project Director for the 600 MW Termoeléctrica De Mexicali Power Project located in Mexicali, Mexico, and the Project Manager for the acquisition of assets in Texas and the subsequent sale of all assets owned by Sempra Generation in that region. Prior to joining the Sempra team, Mr. Simões worked for Earth Tech as Senior Program Director advising Independent Power Producers on acquisitions of generation assets and new project developments. Previously, Mr. Simões was Director of Generation Projects for NEERI, the unregulated affiliate of New England Electric System, and developed projects in the USA, Brazil, Hungary, Poland and Portugal. He also held several engineering and management positions with New England Electric System. Mr. Simões initiated his professional career with Stone & Webster Engineering Corporation. Mr. Simões is a native of Lisbon, Portugal, holds a B.S. in Mechanical Engineering from the University of Massachusettts and a M.S. in Mechanical Engineering from the Georgia Institute of Technology. He is a registered professional engineer in the state of Massachusetts. Currently residing in San Diego, California, he is married with one daughter.
